A report of two complaints at 10:28 a.m. Wednesday in the vicinity of Smith Street. A caller stated she has two complaints regarding her experience on the tracks. The first she relayed was that she was out for a jog and she encountered not one, but two dogs that were not on leashes and that almost bit her. She stated the dogs were medium sized and the owners were not too far behind, off leash. Her second complaint was that when she got to the crosswalk on Smith Street, she was almost struck by a woman driving and not paying attention. She stated that while it occurred, an “undercover cop car” in the post office parking lot “witnessed what happened” and did not do anything. She stated the car was a white SUV that had blue plates with the word “police” written on it. She stated that this all occurred sometime between 9 and 10 a.m. that morning.
A report of a kayaker in distress at 11:34 a.m. Wednesday at Brown’s Island. A caller reported there appeared to be a male party who is capsized in a kayak. He was unsure of the color of the kayak and was not sure if the male party was in a life jacket. Police and fire were dispatched and conducted a search of the area. At 12:10 p.m., the witness believes he could be mistaken. The Salem Harbormaster asked officers who the calling party was and upon being told, said the man was “known to us,” as he had previously reported a huge ship moored off shore as being a vessel in distress.

A caller reported there are a group of teenage boys who are skateboarding down the “big hill” and she is concerned for their safety. She would like an officer to move them along; at 5:20 p.m. Wednesday at West Shore Drive and Cornell Road. A passing motorist reported being concerned about two skateboarders in the street.
A report of three people in distress at 6:09 p.m. Wednesday on Ocean Avenue. A caller reported three people in distress off of Devereux Beach, possibly trying to get back on a board. An officer reported a wind surfer made it to shore and is in no distress.
A report of a disturbance at 4:23 a.m. Thursday on Elm Street. A caller reported he was awoken by his neighbor who was out in front of her house in her bathrobe screaming. The issue was regarding a parking issue, with one neighbor claiming another neighbor parked in her driveway all winter.
