SAUGUS – Three Saugus youths were busted during a traffic stop in Topsfield on Sunday, Nov. 18 for allegedly planning to sell a large quantity of hashish.A Topsfield police officer pulled over a vehicle driven by Justin O’Neil, 19, of Saugus at the intersection of Boston and South Main streets around 2:30 a.m. for a defective license plate light.Police say two officers detected an odor of marijuana and subsequently searched the car. Inside police allegedly found 40 individually wrapped bags of hashish, drug paraphernalia, a plastic replica .357 handgun, taped metal pipe, baseball bat, screwdriver and a small amount of marijuana, according to a press release.O’Neil was arrested and charged with possession of a class D drug with intent to distribute, possession of a class D drug and driving with defective equipment.Police also arrested O’Neil’s two passengers, Owen F. Loughran and Michael T. Cappiello, both 19 of Saugus. Each was charged with misdemeanor possession of a class D drug.
