LYNN – As he stood inside the Assessor’s Office at Lynn City Hall on Tuesday, Luis Aispuro didn’t protest his high excise tax by throwing tea into Boston Harbor.Instead, he began screaming at employees and allegedly threw a heavy binder at Chief Assessor Peter Caron, hitting him in the chest, according to police.Before Caron had intervened, Aispuro, 21, of 51 Estes St., Lynn, allegedly began yelling at a female clerk, saying, “Just do your (expletive) work (expletive)! You don’t want to piss me off! You don’t know what I can do!”After Aispuro allegedly threw the binder at the 56-year-old assessor, he ran out of City Hall down Central Avenue. Police said he ran in and out of traffic, bringing cars to an abrupt halt, which was caught on surveillance tape.Police finally found Aispuro at the Post Office on Willow Street, hiding in a closet on the second floor.Aispuro was arrested and charged with assault and battery with a dangerous weapon and threatening to commit a crime.A Lynn District Court judge released him on personal recognizance at his arraignment Wednesday. He was ordered back to court April 24 for a pre-trial hearing.
