Shooting marks first in Lynn since crackdown

LYNN – A 17-year-old Lynn man was shot in the foot Monday outside Domino’s Pizza in Market Square, police said.Johnny Lay is the city’s first shooting victim in over five weeks.The last time a person was reported shot in the city was on June 9 – it was the sixth shooting that resulted in injuries over a three-day period, which left one man dead and initiated an unprecedented police presence in the city.Over the following week, Lynn police worked with numerous outside law enforcement agencies to conduct a massive criminal sweep that netted 84 arrests for numerous offenses – everything from driving without a license to attempted murder.On June 10, city officials made an emergency transfer of $50,000 to fund overtime for police officers in an effort to curb crime.Until Monday, gun violence had quieted down.That overtime funding dried up at the start of the 2009 fiscal year on July 1.A Salem Hospital employee called police at about 12:10 a.m. Tuesday to report that doctors were treating a gunshot victim who said he was shot in Market Square in Lynn, police said. The shooting happened about one hour earlier.Lay told police he was waiting for a bus outside Domino’s when an unknown man rode up on a bicycle across the street and began staring at him, according to police. The man allegedly shot at him from across the street, but police aren’t buying the victim’s version of events.”The story doesn’t jive,” said Lynn police spokesman Lt. Ted Blake.An eyewitness told police that about 10 youths were arguing outside the restaurant when shots were fired, police said.Police are investigating the incident.
