LYNN – A second person well known to police was arrested Thursday in connection with Monday’s double shooting on Warren Street that seriously injured two 15-year-olds, police said.It’s the second time in 14 months that Justin Williams, 19, of 177 Williams Ave. #2, Lynn, has been char-ged with armed assault with intent to murder. He is scheduled for arraignment today in Lynn District Court.Williams was out on bail Monday when he and Vannark Chourb, 18, allegedly shot the teenagers in broad daylight in front of 103 Warren St. – an alleged “Bloods” gang house that was the site of previous shootings and stabbings.Williams and four other young men were arrested July 20, 2007 for allegedly firing bullets at cars, houses and people as they drove around West Lynn. They face charges of armed assault with intent to murder and firearms violations in a case that is currently pending in Salem Superior Court.A possible motive for Monday’s shooting was provided in a police report, which said a resident of 103 Warren St. is scheduled to testify today in Superior Court against Chourb’s brother, Buthchhay Chourb, in regard to a previous shooting in which Buthchhay is the suspect.Williams, Buthchhay Chourb and three other men were shot in a separate drive-by shooting outside 459 Summer St. on Jan. 10, 2007, resulting in three arrests.Williams was arrested at 1:01 p.m. Thursday at 3 Lowe St. #2 in Peabody by units from the Lynn and Peabody police departments and the State Police Violent Fugitive Unit. He is charged with two counts of armed assault with intent to murder, witness intimidation and firearms violations.Williams has had several other run-ins with Lynn police at his young age.He was arrested with Chourb on March 7 for leading police on a car chase, May 12, 2007 for failing to disperse and disorderly conduct and Feb. 19, 2007 for a road rage incident in which he followed the driver to his home and threatened him with an illegal handgun.
