Swampscott selectmen approve proposed dog park

SWAMPSCOTT – The Board of Selectmen unanimously approved allowing a dog park in Phillips Park.The project was conceived by an ad hoc group of residents, who have named the project Swampscott Park for Off-Leash time (SPOT).Farragut Road resident Marc Eichler said the proposed park would utilize approximately half an acre in Phillips Park in the vicinity of the former Kids Cove playground.Eichler said the plans call for a five-foot high fence on all four sides and a double gate to prevent dogs from getting out accidentally.Eichler said the project would not cut off public access to the soccer fields located in the rear of the park.Eichler pointed out the area is currently not maintained.”Anything we do would be an improvement,” he said. “It’s an eyesore right now. It’s certainly going to improve the area.”Eichler said he expects the project to cost $25,000 to $30,000 and the group is prepared to start fundraising. He said all monies raised for the project would be put in a special town account earmarked for the dog park.Board of Selectmen Chairman Anthony Scibelli pointed out the issue was first broached this past May and the proposal has been discussed at previous meetings. Last month the Board of Selectmen did not take action on the issue to allow residents another opportunity for input regarding the project.Scibelli suggested the Board of Selectmen take a vote of support and have the committee come back after the funds are raised for approval of the project but a consensus was reached it would be difficult to raise money before the project is approved.So the Board of Selectmen voted unanimously to approve the project with the caveat that the group come back to the selectmen before they break ground.
