LYNN – A Rockaway Street man was arrested Monday after police say he was observed by an officer trying to break into his neighbor’s parked car.Raymond Betancourt, 32, of 6 Rockaway St., Lynn, was arrested and charged with attempting to break into a vehicle, possession of a burglarious tool and malicious destruction of property over $250.Police say an undercover officer watched Betancourt attempt to break into the vehicle shortly after 2:30 a.m.Officer Christopher Haggerty was working undercover when he received a tip from a uniformed officer that a man was acting suspiciously near parked cars on Rockaway Street shortly before the arrest was made, according to a police report.Haggerty drove to the area of Rockaway near Essex Street in an unmarked cruiser and allegedly saw a man tinkering with the door lock of a parked car, police said.The man, later identified as Betancourt, walked away and was approached by Haggerty in a nearby driveway.Police say a flash light, screwdriver and wrenches were found in Betancourt’s pockets. The victim reported a large scratch under the keyhole to her car door, according to police.
