Revolting rape rap for Lynner

LYNN – A Lynn foster dad was arrested Monday and charged with sexually assaulting a mentally handicapped girl in his care over several years, police said.Paul MacDuff, 53, of 26 Broad St. #10, Lynn, was arre-sted and charged with two counts of indecent as-sault and battery on a mentally retarded person. At his arraignment in Lynn District Court on Tuesday, Judge Stacey Fortes-White ordered MacDuff held on $5,000 cash bail. If he posts bail he will have to wear a GPS monitoring ankle bracelet.The alleged victim, who is now 22 years old and has the mental capacity of a 9-year-old child, told police the majority of the abuse happened while she lived with MacDuff at 6 Rhodes Ave. but the abuse continued after they moved to Lawrence about two years ago, according to a police report.The abuse allegedly occurred when the victim was between the ages of 15 and 20, but police are investigating a claim that it may have started when the girl was younger, according to police. The victim began living with MacDuff when she was 6 years old after the former Department of Social Services removed the victim from the custody of her biological mother, police said.During an extensive interview with police, the victim positively identified MacDuff as the abuser through a photo and said he told her to keep the molestation quiet, according to police.The victim and her mother reported the molestation to police about two weeks ago after the victim told family members. One relative told police she was watching a movie with the victim when she complained that she “missed Paul” and explained how he molested her “every time they were alone”, according to police.Police are also investigating allegations that MacDuff and another adult physically struck the victim and other children in MacDuff’s care when they did something wrong.
