LYNN – Mayor Edward J. Clancy Jr. is scheduled to deliver his annual State of the City address on Friday. The breakfast and presentation at the Porthole restaurant on the Lynnway starts at 7:30 a.m. It is hosted by the Lynn Area Chamber of Commerce. Tickets are $25.Anyone planning to attend must respond to the Lynn chamber by phone at 781-592-2900 or by email to [email protected]’s message is likely to receive plenty of public scrutiny since it’s an election year in which the mayor faces at least two opponents, including former Lynn mayor Patrick McManus.McManus already has begun disseminating campaign leaflets comparing his fiscal finesse with Clancy’s while taking credit for construction of the city’s new police station and distancing himself from the Classical High School construction fiasco that left the building sinking into the former dump on which it’s built.McManus has implied that Clancy, the district’s senator when the questionable decisions involving Classical High School were made, was ineffectual at preventing them.Clancy has reiterated that the city could be left short this year by a decrease in local aid from the state.
