LYNN – Lynn police said the story a Florida man told them about a kidnapping turned out to be a partially successful attempt to get three other men arrested.After hearing the story from Eduardo Ramirez, police on Thursday arrested and charged Delui Diaz, 30, of Hartford, Conn. with firearms violations and arrested and charged Pister Franco-Ramirez, 30, of Philadelphia with disorderly conduct after questioning the pair Wednesday evening on Green Street.Lynn police officers David Spelta and Michael DiMeglio located the pair after Lawrence police broadcasted a description of three men who may have kidnapped a woman in that city. One of the men, Jose Matos, ran from the Lynn officers. Diaz and Franco-Ramirez were arrested after DiMeglio found a handgun in one of Diaz’ pockets.While other Lynn officers and State Police searched for Matos, Spelta spoke with a Lawrence detective who said Ramirez claimed an argument between a woman and several men in a Lawrence residence ended with three or four men, including Matos, pulling a 28-year-old Lynn woman into a green minivan.”The woman was screaming, ‘Call police,'” Ramirez told police.Spelta, DiMeglio and other Lynn officers located the woman, who told them a story markedly different from Ramirez’.”(She) stated that she had dated Mr. Ramirez for approximately one year and they broke up one week ago. Since that time she stated that Ramirez had been stalking her and he had located her at her friends’ house in Lawrence. She stated that Matos and his friends got her away from Ramirez and took her back to Green Street,” Spelta wrote in his report.The woman also told police Ramirez grabbed her by the hair and hit her in the face before Matos and the others arrived in Lawrence. Spelta advised the woman to seek a restraining order against Ramirez.”It is believed that Ramirez’ story was not truthful and that he was threatened by Matos, Diaz and Franco-Ramirez and saw that they had a gun and knew they would be returning to Lynn,” added Spelta. “Ramirez provided that information falsely in an attempt to get Diaz, Matos and Franco-Ramirez arrested.”Officers eventually located Matos on Wednesday who claimed he was never in Lynn. They confirmed Lawrence police were not seeking Matos.Diaz and Franco-Ramirez pleaded innocent on Thursday to the charges filed against them.Ramirez has not been charged at this time.
