SWAMPSCOTT – Town Administrator Andrew Maylor was not offered the town manager job in Tewksbury.Tuesday night the Tewksbury selectmen voted to hire Richard Montuori, who is currently employed by MassDevelopment, as the town manager.Calls to Maylor were not immediately returned on Tuesday but Board of Selectmen Chairman Eric Walker said Maylor is an excellent town administrator.”I’m happy to continue to work with him,” Walker said. “I know he’ll continue to do a good job for the town and he has a good handle on the budget.”Selectman Anthony Scibelli added he believes the town has and will continue to benefit from Maylor’s expertise.”I’m pleased we have the benefit of his services,” Scibelli said. “I look forward to continuing to work with him.”Maylor signed a five-year contract when he was hired by the town and negotiated a two-year extension in 2006. The town extended its most recent contract with Maylor until Dec. 31, 2010 with an additional two-year option.On July 21 when the contract was extended, several selectmen expressed concern because Maylor had been applying for so many jobs elsewhere during his tenure in town. The selectmen inserted a clause in the contract allowing him to apply for the Tewksbury position only. Scibelli said if Maylor applies for another job between now and Dec. 31 the selectmen could terminate his contract four months after he notifies them he has applied for another job.Scibelli said the contract also includes a provision that if Maylor applies for another job between Jan. 1, 2010 and June 30, 2010 the selectmen would not pick up his two-year option.”If he doesn’t apply anywhere else we would pick up his two-year option,” Scibelli said. “If he does apply somewhere else his contract would end Dec. 31, 2010.”The selectmen voted 3-1 to extend the contract earlier this year. Eric Walker was not present at the meeting and Selectman Robert Mazow was the sole vote against extending the contract.Maylor currently makes almost $130,000 a year in Swampscott. Under the terms of his contract he will not receive a salary increase in 2010 and he would receive a two percent increase in 2011 and another two percent increase 2012.In the last several years, Maylor has applied for town administrator and town manager positions in numerous communities and in some cases made the list of finalists, but he has yet to be offered a position. In June, Maylor was one of four finalists for the town administrator position in Scituate and in May he was one of three finalists for the town manager position in Winthrop, but he was not offered either position. In May 2008, Maylor was a finalist for the town administrator position in Wakefield and at the same time he was also passed over for a city manager position in Oviedo, Fla. During his tenure in Swampscott, Maylor was also a finalist for positions in Acton, Winchester and Winthrop.
