LYNN – City Council approval has opened the door for musicians to practice in a West Lynn warehouse.The proposal was presented by Donald Jaynes of Malden, a musician and owner of the industrial-zoned building at 69 Bennett St.”There is a demand for this kind of facility in Lynn,” said Ward 6 City Councilor Peter Capano. “A lot of musicians live around here.”According to Capano, allowing bands to play inside the building is a lighter use than the heavier industrial activities for which the property is zoned. “The owner has done sound checks on the building and talked to the neighbors,” the councilor said.City Clerk Mary Audley said the building will be used by musicians and artists, the vote passed with a stipulation that the practices be held between 8 a.m. and midnight.”It is still subject to appeal,” she said, noting that the permit will be issued to Jaynes on June 14 if no opposition arises.Jaynes said plans are to rent rooms to bands or solo musicians. “We really haven’t got it started yet, but rent will by the month,” he said. “People won’t even know we’re there. That’s the goal and we should be able to achieve that. We certainly won’t have things going on with the windows open.”The musicians and artists will rent rooms on the second floor of the two-story structure, which houses a welder and a semi-conductor assembly operation at street level.Jaynes said he “got some guys together to make some noise” and then paced the neighborhood to determine if the sounds could be heard at a distance. “We couldn’t hear it,” he said.
