Lynn inspectors target lodging home

LYNN – The city served a cease-and-desist order this week against the owner of the Apollo Hotel at 124-130 Union St. because the establishment has not renewed its required licenses or undergone recent inspections from fire, health and building authorities.The lodging house, owned by Stephon Davis, 7 Nichols St., is mostly single rooms. The city Inspectional Services Department (ISD) annually inspects the premises and conducts further scrutiny if requested by a tenant.The License Commission instructed ISD to issue Davis the cease-and-desist order, which was served by letter on Monday.Davis has failed to renew the key municipal licenses that would allow him to operate a lodging house. The licenses expired Dec. 31.”We don’t know what has gone on there for the past eight months. We are acting on order from the License Board,” said ISD Director Michael Donovan. “We served the cease-and-desist but we’re not standing there, holding the door and kicking people out. We haven’t evicted anyone.”According to Donovan, ISD has not been inside the property recently, nor did its staff receive any requests for inspections of alleged violations.”We try to work with the landlord. If they can straighten out the problems with the License Board, well, that’s something between the owner and the board. We inspect annually, which means health, fire and building inspectors go in and if there are any deficiencies, they’re noted and the landlord is expected to correct them. At this point, they haven’t passed.”Donovan said failure to respond to the cease-and-desist order could lead to a shutdown of the lodging house.Richard Coppinger, chairman of the License Commission, said commissioners rely on ISD and the Fire Department to complete inspections and sign off on whether the establishment has passed. “I am concerned about the conditions at some of the rooming houses in downtown Lynn,” he said. “We need to make sure these buildings are up to code. We are not going to issue any licenses until the proper sign-offs are done by ISD and the Fire Department, and that process begins when the landlord applies for a license renewal. But that hasn’t happened with the Apollo. On the good side, most rooming houses in Lynn are properly licensed.”Suzanne Carroll, a tenant of the Apollo Hotel for the past three years, said Wednesday the landlord has been unresponsive to their needs. “The owner thinks he can make his own rules,” she said. “The letter of the cease-and-desist was posted on the door in the main entrance way but he took it down before everybody could read it. He doesn’t care what happens to us.”The Apollo Hotel has 29 units, including four with kitchens.The Item was unable to reach Davis for comment.
