A skeleton crew manned Lynn City Hall today as the second nor’easter in two weeks battered the North Shore.Parents and guardians across the city were scrambling for day care as the snow fell wet and heavy. The child care program at the Lynn YMCA was reporting a delayed opening. A YMCA spokesman urged those concerned to call the YMCA at 781-581-3105 at mid-morning for an update, or to check online at www.Lynnymca.org under the Happenings link.Mayor Judith Flanagan Kennedy decided to keep City Hall open Wednesday, ordering department heads to assign at least one person per office to staff the phones.Emergency crews reported wires down throughout the cities and towns in Greater Lynn. The parking ban remained in force.In Nahant, wires were down in many neighborhoods.
