LYNN – A cyclical nightmare of prostitution and drugs are playing out on Lynn streets on a daily basis, with some women being arrested repeatedly for the same charges and later released from court only to re-peat their crimes.Lynn police say Crystal Lee Miller, 24, of 24 Cottage St., Le-wiston, Maine, has been arrested four times since Dec. 4 for various charges including possession of cocaine, heroin, larceny and prostitution. During those arrests, which also occurred on Jan. 2, 6 and 7, Miller was allegedly caught selling herself on Union Street and another time found to have drugs and a crack pipe stashed away in her undergarments.She has also listed herself as being homeless, along with living at two other Lynn addresses, 18 Lander St., #5 and 8 Joyce St.Steve O’Connell, spokesman for Essex County District Attorney Jonathan Blodgett, said his office had requested higher bails for Miller during her numerous court appearances, including $1,500 and $500.Those amounts were ultimately shot down by the presiding judge at Lynn District Court and instead set at $250, which she is now being held on following her most recent arrest on Jan. 7, and personal recognizance.”Two out of the three last times, we asked for higher bails than the ones that were set,” O’Connell said. “Once we’ve seen someone several times and they have had drug charges, we ask for increased bail because we take this very seriously.”If and when Miller posts bail, she will be released to the streets, where Lynn police allege in court documents that she frequents in search of Johns to fund her drug addictions.But before that happens, Mary Wheeler of CAB Health and Recovery Services, Inc. is hoping to reach her and other women entrapped in similar circumstances before they fall back into the same patterns.Through the help of a program called BETSY (Building Empowerment through Sex-working Youth), which is funded through the Boston Foundation, Wheeler and others strive toward the goal of creating a safe environment for women to disclose their profession and access safe sex supplies.Wheeler said she has seen women ranging in age from 18 to their mid-50s working the hard streets of Lynn during the six years that the program has been in existence through the Healthy Streets Outreach Program.”Most women that we come across are working for their own survival and basic needs,” she said. “They’re not making $500 an hour as an escort.”Often times, Wheeler said she and others involved in the program will reach out to women working in the sex trade business to offer them help and a way out. While at times difficult to convince someone to change their lifestyle, Wheeler said nearly 50 women accepted help last year.”We offer them respect, dignity and show them that we care and that is usually quickly spread through word of mouth on the streets,” she said. “They all come at their own pace and when they do, they get hooked up with a primary-care physician where we try to keep them alive and healthy.”Free HIV testing is also offered through the program, as well as hygiene supplies and a weekly women’s support group.Wheeler said women who seek help in the program are typically entered into substance abuse programs and are shown where to obtain temporary housing and support services.Another program being offered through CAB is called the SARAH program, which is another form of getting women on the fast track to a healthier lifestyle.
