LYNN – A Lynn man with the nickname “Lefty” was arrested Monday after a lengthy investigation into an alleged heroin and crack cocaine business operated out his home, which he shares with his 2-year-old son.Wilkins Delgado, 33, of 25 Hamilton Ave., #9, was charged with three counts of distributing a class A substance, subsequent offense, two counts of a school zone violation, operating a motor vehicle with a revoked license, unlicensed possession of ammunition, possession of a class D substance with intent to distribute.He was arraigned Wednesday at Lynn District Court by Judge Ellen Flatley and posted $1,000 cash bail. A pre-trial hearing has been scheduled for April 14.According to court documents, police received a tip in January about Delgado and his alleged heroin and crack cocaine sales in the city. Police say Delgado has a criminal record dating back to 1994, which includes narcotic violations and a conviction of possessing heroin to distribute.On Jan. 26, an undercover officer arranged to meet with Delgado to purchase $100 worth of heroin, which they did outside of a store at the corner of Washington and Spring streets. Then, on Feb. 1, the same officer called Delgado to make another purchase after he spent several days on surveillance of the suspect’s home.After arranging to meet with him on the corner of Washington Street and Henry Avenue, Delgado allegedly said he would “take real good care of him” by selling three bags of heroin for $100.While purchasing the heroin, the officer told Delgado that he wanted to buy crack cocaine in the near future, which Delgado allegedly said he could help him out with. The next day, officers visited the management company, Perkins Properties, for Delgado’s apartment on Hamilton Avenue, where they confirmed that the suspect lived there. They also learned that his apartment was one of three apartments out of the 18 in the building that have generated complaints about possible narcotics activity.On Feb. 17, the same officer bought another $100 worth of heroin from Delgado as members of the Drug Task Force sat nearby maintaining surveillance. A search-and-seizure warrant was granted by Lynn District Court on Feb. 18 and on Feb. 21 the officer arranged for another purchase.Undercover officers followed Delgado’s Honda as he drove to meet the other officer for the sale and pulled him over on Henry Avenue.After being arrested, officers found $272 on him, a can of Mace and 1.3 grams of marijuana. A search of his apartment, where his 2-year-old son and 21-year-old girlfriend live, yielded two bags of marijuana, one 28.4 grams, the other 6.7 grams, a scale and $40.The Department of Children and Families were notified of the incident.
