LYNN – Neighbors said they were surprised after police raided a Highlands apartment Tuesday night and charged its occupant with operating a house of prostitution.”I’ve never heard of any prostitution in the neighborhood; not here,” said neighbor Aliya Carter.Police raided 119 Beacon Hill Ave., Apt. 2 on Tuesday just before midnight, according to the police report. Marlon Nagano, 29, of that address, was arrested and charged with keeping a house of prostitution and deriving support from prostitution. He was arraigned Wednesday morning and released on personal recognizance by District Court Judge Antoinette E. Leoney, according to court documents.Ingri Inoa, 28, and Migueline Jaquez, 28, both of 1140 Woodcrest St., Bronx, N.Y., will be issued summonses for sexual conduct for a fee, according to the police report.But while residents in the neighborhood of stately but often unkempt Victorian homes said they were unaware of any incidents at the house, the police report of the incident reveals an organized prostitution ring operating between East Boston and New York City and catering to Central American males.”One male is left in charge of the apartment,” the report reads. “A customer will pay the male $30 for a sex act, and the fee is split between the house and the prostitute. The prostitutes come in from New York and spends a week at a house before moving on to another house.”The report also describes a payment system where the male usually gives the customer a jewel or bead, which the latter can give to the prostitute to signify that they have paid. Police seized glasses that contained “numerous amounts of blue beads,” in each of the women’s rooms. Police also reported seizing three large boxes of condoms from each of the women’s rooms, along with tubes of lubrication and notebooks with phone numbers.Inoa and Jaquez told police that they had serviced 29 and 19 customers, respectively, since they were dropped off at the apartment the day before, according to the police report.Nagano said that he had lived at the apartment for eight days and described the women as his roommates, although the report states “he did not know their names.” Nagano was carrying $1,030 in cash and the women said that he was in charge of the house, the report said.Nagano’s attorney, Todd Siegel, said he had no comment on the case.The report indicates that officers had investigated the house in March for a similar complaint and made an arrest.City Councilor Richard Colucci, who represents the district, said that crime can appear in pockets of any neighborhood. But he said that the police have told him they are committed to eradicating prostitution in the district.”They’re aware of the problem and they’ve indicated that they are committed to working diligently on it,” Colucci said. “Hopefully they’ll make some more arrests.”Resident Deidra Newson said that she had heard of houses selling drugs, but never heard of a house selling sex in the neighborhood.”This street right here is a pretty nice street,” she said. “I’ve never heard of anything around here ? there are schools up here.”Psan Luong said that he had never had any problems with neighbors.Martine Velentin said that she was surprised, but cautious wherever she went.”I’ve never heard of (prostitution) happening,” she said. “But I don’t think any neighborhood is safe.”
