SALEM – A Level 3 sex offender arrested after a chase and struggle with police two months ago for failing to register as a sex offender was one of two local men indicted Friday afternoon by an Essex County grand jury.Ralph H. Carty Jr., 57, of 190 Franklin St., #4, Lynn, has been charged with failing to register as a sex offender as well as resisting arrest.Assistant District Attorney Jessica Strasnick accuses Carty of failing to register as a sex offender with local authorities on dates between May 1 and 17.Carty previously was convicted of rape of a child and classified as a Level 3 offender.On May 17 an officer was on patrol on Washington Street when he spotted Carty. The officer remembered he had tried to take him into custody that afternoon on a warrant.As he approached Carty, the suspect quickly bolted down Washington Street, jumping over fences onto Laighton Street.Authorities, with the aid of a K-9, eventually caught him hiding under a porch and arrested him.Also indicted was Jose Gonzalez, 37, of 29 Ingalls Terrace, Swampscott, charged with trafficking over 14 grams of heroin. The charge stems from an incident on or about March 29 in Swampscott.Indictments are not an indication of guilt, rather a legal process that allows a case to be transferred from District Court to Superior Court, allowing for a move severe punishment.
