SALEM – An Immigration and Customs Enforcement agent from Florida facing rape of a child charges at a Peabody motel in 2007 was allowed to remain free on $3,500 cash, but had to sign a waiver agreement of extradition as part of his bail conditions.Neil Julien, 50, of Pembroke Pines, Fla., appeared in Salem Superior Court on Tuesday, pleading innocent to a charge of rape of a child, a crime that could net him a life sentence in state prison.At the joint recommendation of the prosecutor and defense, Judge Timothy Q. Feeley agreed to set the bail at $3,500 with the conditions he waive extradition and stay away from his accuser and her mother until the case is resolved.The charge arises out of an incident on June 10, 2007, when he allegedly had sexual intercourse with a teenage girl, who was age 13 at the time, at the Hampton Hotel, located at 59 Newbury St. in Peabody.The victim was the daughter of a Florida woman Julien was dating at the time, according to police reports.Julien was visiting the North Shore area with them for a family event at the time of the alleged sexual abuse.The allegation recently came to light when Julien was arrested on multiple domestic abuse charges in Pembroke Pines, involving the same victim, who is now age 16.Julien is a deportation supervisor for ICE in Homestead, Fla., according to police reports.
