MARBLEHEAD – The Department of Environmental Protection is delaying local action on the 20-unit condominium development at 151 Green St. until developer John Muldoon submits a number of reports.Conservation Commission Chairman Walter Haug announced Thursday that Attorney Paul Lynch, who represents Muldoon, emailed him requesting a continuance of the commission hearing until Dec. 8.As of last month, following a site visit, Haug said commission approval of the project was “looking promising.”However, the DEP said “The Notice of Intent (NOI) is incomplete.” The DEP listed four application requirements as missing, including information on wetland replication and construction and stormwater estimates and said the project required much larger stormwater sediment collection apparatus.The development is the first to use a 1990s incentive zoning bylaw to build 20 two-bedroom condominium units in 10 structures at Green Street and West Shore Drive, seven on the street and three at the back of the lot. Two units will be affordable under government guidelines.The Conservation Commission hearing on the project began in September. Commission approval is required because the project impacts a marshy area at the rear of the property.The Planning Board has placed its hearing on the project on hold until the Conservation Commission finishes its hearing. The board hearing began in April and the board wants the commission?s input on drainage issues at the site. The extra month?s delay means that the Planning Board will likely continue their hearing on the project until December.
