Revere man charged with kidnapping woman

CHELSEA – A Revere man who police say kicked a woman and dragged her by her hair into his car against her will early Saturday was ordered held on $7,000 cash bail in Chelsea District Court Monday.Suffolk County Assistant District Attorney Michelle Slade recommended Voeun Oum, 26, of 203 Rumney Road, be held on $15,000 cash bail during the hearing. Revere Police charged Oum with kidnapping, assault and battery with a dangerous weapon, drunken driving, driving without a license and intimidating a witness.Revere Police responded around 2 a.m. Saturday to the corner of Rumney Road and Newman Street after a man reported seeing another man dragging a woman by her hair toward a green sport utility vehicle and pulling her into it.Detective Louis LaRosa said in his incident report that two Revere Police squad cars followed Oum for several blocks before he pulled over. LaRosa recalled seeing Oum “throwing punches” as his car pulled alongside Oum?s.?As I exited the cruiser, I could see more punches being thrown, and it appeared the driver tried to grab onto the passenger as she attempted to exit the vehicle,” LaRosa wrote in his report.The alleged victim?s face and head were “totally covered in blood,” when officers arrived, LaRosa said. The woman told police she had been kicked by Oum, that he had not allowed her to exit the vehicle and that he took her cell phone when she attempted to call for help, according to the report.Police found two cell phones in Oum?s pockets, one belonging to the alleged victim.Upon arresting Oum on a charge of assault and battery, officers detected a strong odor of alcohol on his breath, according to a report by Revere Police Officer Michael Dellorusso. Oum had blood on his shirt and a large strand of long hair was entangled on the button of his shirt sleeve, Dellorusso said in the report.The woman told police they had been celebrating Oum?s birthday when he “flipped out for no reason” and became angry when she attempted to leave the party. She said he grabbed her by her hair, dragged her to the ground, kicked her and then again dragged her by her hair into his 1997 GMC Yukon, according to Dellorusso?s report. She was taken to Massachusetts General Hospital to be treated for a laceration to her head and other injuries.Oum is due back in court May 3 for a probable cause hearing, Judge Benjamin Barnes said at the hearing.Taylor Provost can be reached at [email protected].
