LYNN – Police arrested a Lynn teenager Wednesday after he allegedly punched a woman and injured the officer who arrested him, according to court records.Judge Stacey Fortes-White ordered Tony Rashard Phillips, 17, of 174 Essex St., held on $3,500 cash bail Thursday in District Court on charges of domestic assault and battery, assault and battery on a police officer, resisting arrest, disorderly conduct and drug charges.Sgt. Timothy Magner wrote in an incident report that he was driving in a marked car down North Common Street Wednesday around 8 a.m. when he observed a man, later identified as Phillips, “physically escorting” a woman down the sidewalk in front of the Fecteau-Leary School.The couple got into a car, but the woman soon exited the vehicle and began walking in the opposite direction, Magner said. At that point, he saw Phillips run after the woman and “punch her in an overhand haymaker motion,” causing her to fall to the ground.As the officer approached Phillips, he pulled the woman up and began to walk away “as if nothing had happened,” according to the report. Magner then ordered Phillips to stop walking, and he complied, but when the officer tried to arrest him, he began to violently resist, striking the officer several times with his elbows while allegedly reaching for Magner?s handgun, according to the report.Phillips allegedly complained that he had asthma and couldn?t breathe, and then tried to flee when the officer relaxed his grip, according to the report.Phillips grappled with the officer for several minutes, but Magner was able to tackle and pin him to the ground until more police arrived, the report said.Magner stated in his report that he told his commanding officer he “would be needing to go to the hospital for injuries sustained in the incident.”The woman told officers Phillips began arguing with her because she was trying to get him to go to school, according to the report. She declined medical attention.During booking, officers found painkillers and marijuana in Phillips? possession, according to the report, and charged him with possession of a Class C drug with intent to distribute.Phillips is due back in court May 24 for a pre-trial hearing.Taylor Provost can be reached at [email protected].
