Quincy man arrested twice in Saugus after wild episodes

SAUGUS – Saugus Police arrested a Quincy man twice this past weekend after a pair of alleged outbursts late Saturday night and early Sunday morning, according to police reports.Police arrested Dylan J. Handley, 20, of 29 Packards Lane, Quincy on Saturday at 10:26 p.m. at Kowloon on Route 1 and charged him with assault and battery on a police officer, resisting arrest, disorderly conduct and possessing false ID card/license, according to police reports.Police arrested Handley again at 1:56 a.m. on Hamilton Street outside the public safety building, this time charging him with malicious destruction of property over $250 and disorderly conduct, according to police reports.Saugus Assistant Police Chief Leonard Campanello said Handley arrived at Kowloon on a party bus Saturday night and tried to order a beer at the bar while he was holding a can of Budweiser. Campanello said Kowloon doesn?t serve cans, so the bartender asked to see his license.?The bartender got a license from him, it didn?t look anything like him and it came back to a different person,”said Campanello. “The detail officer got involved, got his real license which proved him to be under 21 years old. He attempted to escort him off the property and back to his bus. He started making some crazy claims that his uncle was the Chief of Police in Cohasset and that he was going to have the officers fired.”Campanello said police officer Tom Jones attempted to escort Handley back onto the bus, when he turned around and kicked Jones in the groin.?He was subsequently brought to the ground in an arm bar and placed in handcuffs,” said Campanello. “He continued to resist arrest, refused to be placed in the cruiser and started banging his head off the window of the cruiser.”Campanello said Handley?s girlfriend bailed him out a short time later, noting that the assault and battery on a police officer charge is a misdemeanor.?It?s not unusual if the guy has someone willing to take care of him that the clerk would bail him,” said Campanello. “It?s not our decision ? it?s the clerk of court?s decision whether or not to bail him or hold him. We just tell them the circumstances.”Campanello said an officer saw Handley and a female arguing on Hamilton Street shortly after his release. After stopping to question him, Campanello said Handley kicked the police cruiser.?The female stated ?I just bailed him out of jail,? ” said Campanello. “When she tried to pull away from the station, he jumped out of her car. The male interrupted saying, ?Take me back to jail. I?ll do anything, just take me back.? He then kicked the cruiser for the second time.”Campanello said the officer had Handley sit down in the back of his cruiser with the door open when a witness came along and stated that he had seen Handley break the front window of a nearby auto shop with his head.?He became angry and loud and (was) placed back under arrest and brought back to the station for booking,” said Campanello.Handley appeared in Lynn District Court on Monday, where Assistant District Attorney Erin Bellavia moved to have Handley?s bail revoked in two open cases out of Quincy and Haverhill, but Judge Ellen Flatley denied her motion. Flatley set Handley?s bail at $1,500 cash.Handley will return to court June 13 for a probable cause hearing, the judge said.Matt Tempesta can be reached at [email protected].
