SWAMPSCOTT – The Capital Improvements Committee called into question the town?s readiness to finance a $10 million overhaul of its entire drainage system during discussion of the proposed town-wide drainage study.According to Department of Public Works Director Gino Cresta, the $350,000 study proposed for the 2013-14 budget will make a computer model of the town?s entire storm drainage system to find out what is causing Swampscott?s bad flooding issues.Committee member Leah Ryan said at the meeting Thursday there was no point in going ahead with such a high-cost study if the town isn?t ready to throw down the $10 million to fix the system.?What would scare the hell out of me is we?re going to spend a whole lot of money and not fix anything,” said Chairman Raymond Patalano.Member Kelley Begin added that the problems with flooding were only going to get worse in coastal communities like Swampscott with theories of increased amounts of severe weather conditions on the horizon.Cretsa said the town?s flooding spots were only increasing because the wastewater will not drain into the ocean when the tide is high. He cited a storm last month that forced the town to close Humphrey Street because the manhole covers were being “ripped right off.”The committee came to a consensus when Cresta wished aloud that the Paradise Road drainage study was completed so the committee could analyze the results before committing the town to the $350,000.?I don?t want to spend $350,000 and say ?here you go? and walk away from it,” said Ryan.The committee agreed to wait for the Paradise Road results available in mid-February before taking any action, and to consult the Board of Selectmen on any legal obligations.Kait Taylor can be reached at [email protected].
