NAHANT – An article in the Town Warrant may force some Nahant residents to clean up their act, or else be handed fines.Faced without any ability to enforce police bylaw violations such as “unsightly” trash and unkempt lawns outside a resident?s home, among other zoning issues, town officials asked Town Counsel Charles Riley to come up with a solution. Riley reported at Monday?s Advisory and Finance Committee meeting that he borrowed the city of Revere?s system of enforcing bylaw violations with fines in one uniform way for a work-in-progress proposal to be defined for Town Meeting.?Not everyone is going to be happy with this,” said Riley. “But if you are living next to a certain situation where you see John or Jim?s barrels out at 8 o?clock at night with dinner scraps right on top, and then in the middle of the night you get up to use the john and you see skunks, you?d be in favor of this.”Riley said currently Nahant police can only repeatedly remind residents that they are in violation of these laws. His proposal would call for town officials like the health inspector and building inspector to use discretion and issue tickets for violations.Committee Chairman Christopher Dent said a problem lay with the issue of civilian town agents having no law enforcement training, but police officers have no knowledge of zoning violations. “I want to make sure the right people are doing it,” he said.Committee members were concerned certain laws may be too strict, like those that said excessive weeds were a fire hazard or that trash couldn?t be out on the curb for pickup until after 7 a.m.Committee member Robert Vanderslice said the issue of animals was “near and dear to his heart,” but questioned how townspeople would react about having their neighbors call the police if they felt that there were some unkempt lawns on the street. “Who?s going to decide that?” he asked, and added, laughing, “I fear for myself.”The article was finally tabled for further discussion so members could make suggestions about the language before their meeting next week. “It will give people lot to think about,” said Riley. “I?m sure it will cause some consternation on the floor, but we?ve got to do something about it.”Kait Taylor can be reached at [email protected].
