SWAMPSCOTT – A proposal for a multi-unit residence a few doors down from the Concordia condominium site on Humphrey Street had residents concerned about what direction the town is heading with development.The project by Humphrey Development would demolish the two-family home at 267-269 Humphrey St. and build a five-unit residence with 10 parking spots, increasing the original area of the structure from 4,057 square feet to 13,377 square feet on a lot that is 19,500 square feet down to the edge of the water. Project Manager John Sarkis, who represented Humphrey Development in the petition, said the residence would be intended for seniors.Board member Jeffrey Blonder said with the height of the proposed structure dwarfing the original structure by eight feet, he was concerned it would cut off the town?s view of the beach. “Unfortunately, that is becoming the character of the street,” he said. “Maybe this is the tipping point, maybe this is the project we say no to.”?Amen,” said board member Sylvia Belkin under her breath.Greenwood Avenue neighbor Ellie Miller said, “I hate to see what?s happening in our town with one more situation where we?re going to be losing a beautiful old structure.”Attorney Ken Shutzer, representing the neighbor of the property, argued that the lot was not really 19,500 square feet, but actually closer to 14,000 because of the proximity to the water according to zoning laws. Though Sarkis insisted the lot was 19,000 square feet and that he had legal opinions to support that, the Planning Board agreed that town counsel was needed to determine how big the lot was.After an hour and a half of deliberation, Vice Chair Angela Ippolito said there were too many questions and concerns about the abutter?s home, the lot size, the proposed parking, and the drilling and blasting that would have to take place on the waterfront, and the board decided to continue the site plan review to their next meeting April 8.Kait Taylor can be reached at [email protected].
