LYNN – A judge set $50,000 cash bail and ordered a man to have no unsupervised contact with children after police said that he raped a 7-year-old girl on several occasions.Carlos Serrano, 36, of 100 Willow St., was arrested and charged with aggravated rape of a child with force, three counts; on Monday.A plea of not guilty was entered on Serrano’s behalf at his arraignment in Lynn District Court Tuesday.Attorneys did not discuss the alleged facts of the case in open court. But court documents say the alleged victim, a 7-year-old girl, disclosed the assault allegations during a recent church trip, according to a report by Lynn Police Lt. Marie Hanlon.Lynn Police and members of the Essex County Child Abuse Project Team subsequently interviewed the alleged victim, who reported “in graphic detail” how Serrano allegedly sexually assaulted her on three separate occasions, according to police.Serrano admitted to police that he had molested the alleged victim and said “when he smokes weed he sometimes does things and doesn’t remember,” police reported.Essex Assistant District Attorney Erin Bellavia and Public Defender Jeffrey Sweeney agreed to $50,000 cash bail for Serrano, but that bail could also be argued at a later date. The attorneys also agreed to conditions of release, should Serrano post bail. These include that Serrano have no unsupervised contact with children under 16 and that he stay away from and have no contact with the alleged victim.Bellavia said the district attorney’s office planned to seek to indict Serrano on the charges.Serrano is scheduled to return to court Aug. 15.Cyrus Moulton can be reached at [email protected].
