LYNN – A pair of city men are in jail on heroin trafficking charges after police executed a search warrant at a local barbershop, according to police records.Ruben Febre-Delacruz, 40, of 69 Lynnway #22, and Luis F. Rosario, of 161 Broad St., #3R, were arrested and charged with trafficking a class A drug, heroin, on Thursday at 6:21 p.m.Febre-Delacruz, the owner of Eva?s Barbershop at 155 Central Ave., was ordered held on $250,000 bail while Matos was held on $10,000 bail at their arraignment in Lynn District Court on Friday.According to court records, Febre-Delacruz had five prior drug or distribution convictions out of Essex, Middlesex and Suffolk counties.Court records state the Lynn Police Special Investigations Unit obtained a search warrant for the barbershop and searched Eva?s on Thursday evening.Police found a sandwich bag containing nine individual bags of heroin hidden inside a coat rack pipe along with a single twist of suspected heroin in a desk drawer, and two bottles of inositol and two bottles of lactose powder, which the police report states are “cutting agents for narcotics,” according to police records.The report states officers also found a blue notebook that contained names and dollar amounts “consistent with drug notes.”At that point, the report states officers placed Febre-Delacruz under arrest and recovered $284 from him and $235 from the cash register.The report states officers then frisked Rosario and found two-and-a-half “fingers” of heroin totaling more than 26 grams and $600 in cash. The report also states police recovered a “half finger” of heroin in a candy machine.In all, the report states police recovered 37.2 grams of heroin and $1,268 in cash.Two other people who were present during the search, Sagario B. Matos, 38 and Franklin H. Robinson, 40, both of 40 Rainbow Terrace, Salem, were arrested and charged with knowingly being present where heroin is kept.Matos and Robinson were released on personal recognizance at their arraignment Friday.All four are due back in court on Aug. 29.
