LYNN – A speeding ticket turned into a criminal charge for a local taxi driver who allegedly offered to pay his ticket by putting the fine in the officer’s pocket.(The defendant) stated, ?I want to know if we can work something out to get rid of the citation?’ and further stated ?what if I put the money for that citation in your pocket instead?'” Lynn Police Officer Michael Eddows wrote in a report. “At this point Officer (Thomas) Holland recognized this as an offer of a bribe and told (the defendant) ?have a nice day’ and hung up the phone.'”Christopher Blackwell, 27, of 14 Holland Ave. #1, was arrested on a warrant for bribery of a public employee; at 10:19 a.m. Monday.He was arraigned on the charge that day in Lynn District Court, where a plea of not guilty was entered on his behalf, according to court records.Police pulled over a taxi being driven by Blackwell at 1:49 p.m. Nov. 18 on Maple Street in the St. Pius V school zone, according to police. Police said an officer clocked the car at 36 miles-per-hour (mph) in a 20-mph zone.Blackwell allegedly pleaded for a “break,” telling officers that he had been previously stopped in the same place for speeding. He received a ticket instead and was told to either pay or appeal the citation with the RMV within 20 days, according to police.(Police did not specify the cost of the ticket in court documents. But the standard ticket in Massachusetts has a $50 base fee plus $10 for every 10 mph over the posted limit, plus a $50 head-injury surcharge, according to Massachusetts law. The ticket would have been $110 total using this calculation.)Police said Blackwell later called the station to leave a message for Holland, who had issued the ticket. When Holland replied, he was with Eddows. Blackwell then allegedly tried to bribe Holland.Police said they went to arrest Blackwell at the Alley Street office of his employer, Tom’s Taxi. But Blackwell allegedly did not return to the office when he learned police were there. Police located Blackwell’s cab at his residence, however.Police noted the car was parked blocking a driveway and within 10 feet of a fire hydrant. They issued two parking citations and towed the vehicle, according to court documents.Essex Assistant District Attorney Katelyn Giliberti requested Blackwell be held on $1,000 cash bail at his arraignment in Lynn District Court Monday.Judge James Wexler released Blackwell on personal recognizance and scheduled Blackwell to return Jan. 16, according to court documents.
