LYNN – City Council President Timothy Phelan brought the gavel down on a 16-year run as a councilor at large during a meeting Monday that lasted all of three minutes without even mentioning it was his last.”Hey, I’m going to miss you,” called out Ward 4 Councilor Richard Colucci at the end of the brief meeting.Council Vice Chairman Richard Ford tried to follow Colucci’s lead with a speech but Phelan cut him off stating “that’s not on the agenda.” He then moved to adjourn the meeting and banged the gavel, effectively ending his own career on the council.A number of councilors rose to shake the outgoing president’s hand and slap him on the back and wish him well, but Phelan had no words for the public.”No pearls of wisdom,” he said when asked to comment on his final night.Phelan was elected to the council in 1996 and became president a decade later in 2006.”He was a good leader,” said Ford Tuesday.Given the chance to finish his speech, Ford said he would have told Phelan he thought he was a very good leader and that he had a lot of respect for him. Instead Ford called him a sentimental fool and chided Phelan for cutting him off.”I love the guy,” he added. “We’re friends besides the politics.”Phelan’s last full meeting was Dec. 10 where he also made no mention of his imminent departure, but local attorney Samuel Vitali marked the occasion when he thanked Phelan for treating him fairly over the years.In his 18 years on the council, Ford said he’s served under three great leaders, former Council presidents Salvy Migliaccio, James Cowdell and Phelan. He also hopes to see Phelan run for re-election in 2015.”I think he’ll be back. I hope so, we’re better with him,” Ford said.Colucci feels similarly. When Phelan failed to comment on the end of his term Monday Colucci stepped in for his friend.”I’ve got his last words,” he said. “He’ll be back.”
