Police officer tops salary list; bad winter proves costly

To view the full salary list, see “Related Data” on the left.NAHANT – A police officer was the highest-paid employee for the second year in a row, but a brutal winter in 2013 pushed public works overtime pay to new levels.Town Administrator Andrew Bisignani said the higher amount of public works pay was due to ice and snow removal costs.Officer Stephen Shultz grossed the most of any town employee. Between details and overtime pay, his total pay in 2012 was $124,629. In 2013 his pay rose to $128,634.53, with $29,105.91 of that being overtime.According to the 2013 list of town salaries, DPW employee Keith Olbash received the highest amount of overtime of fellow employees in both 2012 and 2013, but this year?s $17,247.45 was a hike compared to last year?s $6,259.62.Olbash?s gross with overtime pay was $70,816. Second to Olbash?s overtime pay was Edward Frary?s at $14,497.57, compared to his 2012 pay at $5,760.71. Frary?s gross pay for 2013 was $70,692.40.Firefighter Dean Palumbo received the highest overtime of $35,702, grossing $114,134.72.Rounding out the list of top 10 highest-paid Nahant employees are Eugene Spelta, police, $119,322.22; Robert Dwyer, police chief, $108,103.82; Edward Hyde, fire chief, $105,598.99; Deborah Waters, town accountant, $104,072.98; David Doyle, fire, $101,544.80; Keith O?Brien, police, $98,087.86; Paul Manley, police, $96,960.22; Armand Conti, police, $95,441.07.
