A six-pack of OUI violations in Saugus

LYNN – A Saugus man was held without bail after police said the man racked up his sixth drunken-driving charge Sunday. The man was also driving unlicensed because of a previous drunken driving offense.”Again, (the defendant) raised his leg and again within two seconds (he) was forced to place his foot down to maintain his balance,” Saugus Police Officer Stephen Rappa wrote in a report. “(The defendant( then stated, ?ahh (expletive) it, you’re going to arrest me anyways.'”William F. Waugh, 51, of 7 Wickford St., Saugus, was arrested and charged with operating under the influence of liquor, sixth offense; operating a motor vehicle with a license revoked as a habitual traffic offender (for operating under the influence of liquor, fourth offense); receiving stolen property -$250; operating an unregistered motor vehicle; operating an uninsured motor vehicle; and attaching plates; on Sunday.He pleaded not guilty to the charges Monday in Lynn District Court.Police reported responding to the Wickford Street home on the report of a disturbance at approximately 6:45 p.m. Sunday, but officers were redirected when the caller said Waugh had left and seemed drunk.Police found Waugh sitting in a black pickup truck parked, but still running, in his brother’s driveway, Rappa reported. Waugh got out of the car and was stumbling, had glassy eyes and smelled of alcohol, and admitted to “a couple of beers,” police said.Police said Waugh failed several field sobriety tests before giving up and proceeding to booking.”Due to the fact that the booking area is a confined space, the smell of stale alcohol emanating from (Waugh) was so strong that it caused officers to spray Lysol to try and mask the stench coming from his persons,” Rappa reported. Police also ran the license plate and found it belonged to another person.Essex Assistant District Attorney Brendan Kelley requested Monday that Waugh be held without bail pending a dangerousness hearing.A defense attorney requested a week’s continuance, which Judge Cathleen Campbell granted.Waugh is scheduled to return to court Monday.
