Arrest
Elisandro Vargas, 23, was arrested following a motor vehicle stop on Tuesday at 10:42 a.m. at 155 Lowell St. and charged with operating a motor vehicle with revoked insurance.
Summons
Christina Mansfield, 51, of 4 Downing Road, will be summoned for leaving the scene of a hit and run motor vehicle crash with property damage on Tuesday at 9:06 a.m. at 192 Lowell St. and 1 Columbus Road.
Rubens Rodrigues DeSouza, 38, of 52 Brentwood St., Malden, was summoned following a motor vehicle stop at 168 Lowell St. on Tuesday at 2:46 p.m. for operating an unregistered, uninsured motor vehicle and attaching plates. The vehicle was towed by Arrington Towing.

Animal Control
Resident from 6 Northfield Road left a message for the animal control officer on Tuesday at 12:13 p.m. reporting a neighbor using rat poison. No answer on callback. Message was left. Caller reports the Environmental Police are involved and investigating. No further action required.
Caller from 14 Bourbon St., Apt. 25 reports her dog, Cori, was maliciously kicked by a man who lives in another condo complex. She said the incident occurred on April 26 at 9 a.m. The party was walking his obese dog past her property, when the incident took place. She also stated he has acted aggressively toward her dog in the recent past. She does not know the identity of the man. Animal control officer advised her to call 911 immediately if the party harms her dog again. She stated she would try and obtain his information for further follow-up. Cori is licensed and vaccinated against rabies.
Caller reports his 9-year-old, gold, female Bengal cat named Saevus went missing on Tuesday at 3:50 p.m. Animal was last seen in the area of 30 Lenox Road. Cat is not microchipped and not wearing a collar.
Caller from 23 Roycroft Road reported her dog, Jameson, is missing. On callback, she reported he had been located in Salem. Animal control officer warned her to license him within a week. A written notice and license application was mailed.

Report of a man in his 60s riding on the bike path alone on Sunday at 3:15 p.m. Caller said he parked his bike outside of children’s play structure at Ross Park on Johnson Street, walked over and sat down in front of the caller and the caller’s daughter and while she was playing. He was described as 6 feet, 2 inches tall and 220 pounds, with gray hair, a beard, black hat, black jacket with sunglasses and jeans. He wasn’t seen speaking with anyone at the park. Officer reports nothing out of the ordinary at this time.
Caller reported car alarm from a dark blue BMW sounding for an extended amount of time at 9 Veterans Memorial Drive on Sunday at 3:51 p.m. Officer reports all is quiet.
A customer of Sally Beauty at 300 Andover St. reports the store is falsely accusing her of stealing items on Sunday at 5:50 p.m. Officer reports all clear from the store.
Peabody Fire Department reports a bicyclist riding in the middle of Washington Street and weaving in and out of traffic on Sunday at 6:04 p.m. Officer reports the area was checked and could not locate the bike rider.
Manager at Ulta Beauty at 210 Andover St. reported $3,500 worth of Dior perfume was stolen on Tuesday at 9:44 a.m. Officer will document.
