Arrest
Wesley Carter, 30, of 26 Boston St., Salem, was arrested on a non-Marblehead warrant at 2:17 p.m. on Wednesday.
Complaints
A caller reported an oversized truck in the area of Washington Street at 8:41 a.m. on Wednesday. At 8:47 a.m., the MBTA called and said they had two buses stuck. By 8:50 a.m., the buses were no longer stuck.
At 10 a.m. on Wednesday, a caller reported that a hawk was standing on a sidewalk near Calumet Lane and West Shore Drive. They were advised that animal control does not handle wildlife. At 10:10 a.m., multiple calls came in of residents who were concerned for the bird standing there. One caller stated people were getting out of their cars to take photos and were jamming up traffic. By 10:25 a.m., the hawk was off the road.
A caller reported at 10:33 a.m. on Wednesday that they saw a person drive up to a barrel at Smith Street, near the railroad, and dump a large black trash bag into it.
A caller reported she was almost hit by a vehicle while crossing the road at Lafayette and Humphrey streets at 6:12 p.m. on Wednesday. When she confronted the driver, she stated he told her “it was all her fault.”
A caller reported at 6:21 p.m. on Wednesday that three kids were riding around on bikes in her Hammond Place backyard and they destroyed her fence. At 6:33 p.m., the mother of one of the kids called and stated the woman started chasing after the kids in her car and accused them of knocking over her fence when it was already on the ground. Responding officers spoke with both parties.
A caller reported at 10:09 p.m. on Wednesday that a “completely naked” male party sunk a skiff and was attempting to get out of another skiff. They stated they believed the male was drunk. Responding officers took the male into protective custody.

Summons
Rafael Romero, 20, of 275 Chatham St., Apt. 2L, Lynn, was summoned following a motor vehicle stop at the Big Y Plaza at Russell and 637 Lowell streets on Wednesday at 5:46 p.m. for unlicensed operation of a motor vehicle and for an uncovered/unsecured load. On call tow truck could not handle the vehicle. Operator was allowed to leave the car parked on Lowell Street.
John Kennedy, 31, of 32 Chestnut St., Apt. 1, was summoned for malicious destruction of property over $1,200 on Thursday at 12:14 p.m. following a report of vandalism. Officers checked the property and said a door is broken. They checked the interior and reported no one was inside. The Criminal Investigation Unit was requested for photos.

Peabody Fire Department requested assistance at 5 Keys Drive to help with a lockout from a black Honda with a toddler inside the vehicle on Thursday at 8:46 p.m. Officer reports firefighters on scene and left.
Motorist reported he was behind a truck that was heading downtown and appeared that a load of pipes in the rear of the vehicle had shifted and may fall out on Thursday at 10:29 a.m. at 136 Lowell and 2 King streets. The information was given to all units. Officer stopped the vehicle on Main Street and spoke with the driver who said he has an alarm system that would notify him if the load shifted. Officer said the load appeared secure.
