Saugus to hold public meeting to discuss Wastewater Facilities Plan and ACO Closeout

SAUGUS — The town will hold a public meeting Tuesday to update residents on its Wastewater Facilities Plan and Administrative Consent Order (ACO) closeout. 

“This is just an update of the history (of the plan), what the town has done as far as completing what was required in the ACO, and what we’re looking at moving forward,” Town Manager Scott Crabtree said. “In other words, where are we with our waste water system?”

In 2005, the State Department of Environmental Protection and the Attorney General’s Office discovered deficiencies in the town’s sewer system and issued an Administrative Consent Order that required Saugus to put together a 10-year Capital Improvement Plan to remove storm water from its system. 

“Storm water and sewage was going into the Saugus River because of capacity issues with the amount of stormwater that was infiltrating the town’s sewer system,” Crabtree said. “There was a plan put together by (town contractor) CDM Smith, and the town’s been working on that plan, as well as some additional infrastructure that’s been going on with the waste water system.”

Tuesday, CDM Smith and Saugus Department of Public Works director Brendan O’Regan, will present an overview and update on the ACO that was issued in 2005, the ongoing facilities plan, and also discuss the town’s past accomplishments and future capital improvements. 

“There’s construction and capital that’s been going on all along,” Crabtree said. “We used to do a few of these updates years ago, so I think it’s a good time to put this together and update appointed and elected officials, as well as residents, as to what’s been going on.”
