Moulton proposes $3.8M in funding for Lynn projects

LYNN — Congressman Seth Moulton proposed that $3.8 million of the FY23 government funding package be allocated to Lynn-based community projects and nonprofits.

Moulton announced Thursday that over $16 million has been allocated between 14 projects in the Sixth District in the FY23 Appropriations Subcommittee bills. 

These bills serve as the primary mechanism for funding federal programs each year. If funded, these projects will help local communities protect the environment, improve public safety, and increase access to healthcare, housing, and public transportation. 

The Lynn Senior Center will receive $1 million for upgrades and renovations to the center in order to better serve the needs of the elderly community. Additionally, another $1 million will go toward a Catalyst Housing Program for the Lynn-based Haven Project, a nonprofit for homeless youth.

According to a statement from Moulton’s office, The Haven Project’s Catalyst Housing Program will develop 24 studio apartments and offer “permanent supportive housing to eligible individuals.”

The Lynn Community Health Center Pharmacy will also receive $1 million for “access to low-cost and affordable prescription medications” for Lynn residents who are uninsured, underinsured, or low-income.

The City of Lynn will receive $800,000 for the reconstruction of Central Avenue. The funding will provide a “Complete Street standard and will include an enhanced pedestrian environment,” along with “traffic calming elements” for safety. 

Under guidelines issued by the House Appropriations Committee, each representative is allowed to request funding for community projects for obligation in FY23. Projects are restricted to specific accounts with differing eligibility. 

 Moving forward, the subcommittee bills must be passed by the Appropriations Committee before heading to the floor for consideration by the House of Representatives. If passed by Congress and signed into law, federal agencies would then administer funding to respective project recipients.

Earlier this year, Moulton secured $10 million in funding for 10 projects in the Sixth District as part of the FY22 government funding package that was signed into law by President Biden.

“I was pleased to see so many high-impact projects across my district selected for funding this year. These initiatives will improve health care, housing, education, and infrastructure in many of the communities I represent,” Moulton said. “I’m thrilled that the projects I submitted have cleared the first hurdle in securing funding through the appropriations process. I hope that my colleagues in Congress can work together to pass the FY 2023 appropriations bills in a timely manner so that our communities can receive these critical investments.”
