LYNN — The Office of the Chief Financial Officer is looking for a new American Rescue Plan Act (ARPA) compliance officer.
ARPA is a bill passed in 2021 that provides federal funding to cities across the country federal funding to help them recover from the effects of COVID-19. In Lynn, $73 million in ARPA funds have been disbursed to a variety of projects and organizations this year.
The compliance offer is responsible for the disbursement, reconciliation and accounting of ARPA funds, the job posting said.
“The ARPA Compliance Officer must become well-versed in ARPA, stay informed of updates to achieve a high level of understanding around the ARPA funds and the lawful uses of the funding, and collaborate with other municipal employees, elected officials, and community stakeholders to ensure the equitable and transparent spending of the funding,” the job posting said.
Applicants should have “thorough knowledge” of accounting and auditing practices, including generally accepted accounting principles (GAAP), and familiarity with Uniform Massachusetts Accounting System (UMAS) and Governmental Accounting Standards Board (GASB) standards, as well as applicable Massachusetts General Laws, municipal budgetary functions, financial software applications and operations of city departments.
“The ideal candidate for this position is someone who is organized, analytical, self-motivated, who exercises discretion and has strong ethical practices,” the job posting said.
