Last week U.S. District Court Judge William Young sentenced Thomas LeBlanc, a 36-year-old Lynn man, to 10 years in prison for accessing child pornography with intent to view it — LeBlanc’s third federal child porn conviction.
In 2017, LeBlanc was sentenced to five years in prison for a federal conviction of receipt and possession of child pornography. Upon his release from federal prison, LeBlanc was subject to cell phone monitoring as part of his supervised release conditions. Monitoring equipment revealed that LeBlanc used the cell phone to access child pornography, and he was subsequently sentenced in 2020 to an additional two years in prison.
When LeBlanc was released from prison in May 2022, he was again subjected to cell phone monitoring. Probation officers once again caught LeBlanc using his cell phone to access child pornography.
Assistant U.S. Attorney David G. Tobin of Rollins’ Major Crimes Unit prosecuted LeBlanc’s case through Project Safe Childhood — a Department of Justice initiative that aims to protect children from exploitation and abuse. It uses federal, state and local resources to locate, apprehend and prosecute individuals who exploit children, as well as to identify and rescue victims.
