The runoff at Stacey’s sewer, referred to as “Stacey’s Brook,” contains effluent that carries harmful bacteria, polluting a large area of King’s Beach, which is half in Lynn and half in Swampscott. Several proposals are on the table to treat the output at the outlet rather than at the source.
An inspection, along with the final water bill, upon title transfer of all properties in the watershed for proper hookup to the sanitary sewer system, would eventually eliminate the problem at the source. Incentives could be established to expedite such inspections. Liability would also be eliminated.
Unlike all the other proposals, this solution would be at no cost to taxpayers because the property owner would pay for the inspection and any possible correction. This program could be started immediately, whereas the other cosmetic solutions would require time, money, and maintenance costs.
