LYNN — The City of Lynn has released a draft zoning rewrite for public comment, aiming to modernize regulations, encourage development, and improve transparency. The effort, in collaboration with urban planners and legal experts, is supported by a state grant and aligns with the Vision Lynn comprehensive plan.
Residents, business owners, and stakeholders can submit feedback at lynnincommon.com/zoning through March 23. The city is hosting office hours, public presentations, and a YouTube overview. Afterward, the Zoning Working Group will review input, propose revisions, and update the community before a City Council vote, followed by a public hearing.
“The Vision Lynn process really guided us here,” said Aaron Clausen, Lynn’s principal planner. “It is crucial to increase the number of businesses and jobs in Lynn while growing our commercial and industrial tax base. Our zoning update encourages office, research, and industrial development to support the city’s long-term growth.”
The zoning update aims to boost economic activity by encouraging office, research, and industrial development while requiring ground-floor commercial spaces in key areas to maintain vibrant neighborhoods. Clausen noted that ensuring active commercial storefronts would help create walkable communities that benefit residents and businesses alike.
Another key provision reduces the burden of variances, making it easier for homeowners to improve their properties. “Currently, fewer than 4% of residential lots conform to existing zoning, meaning even basic improvements require variances that add cost and time,” Clausen said. “This new ordinance will remove unnecessary barriers and make home improvement projects easier for property owners.”
The proposed ordinance also strengthens accountability by binding site plan conditions and ensuring developers meet community expectations before receiving occupancy approval.
“Developers must now meet all conditions before receiving a certificate of occupancy,” he explained. “This ensures projects align with community expectations and comply with regulations.”
Clausen described the zoning code as a vital tool for shaping Lynn’s future, emphasizing that the ordinance will expand access to safe and affordable housing, support business growth, and provide additional resources for city services.
Mayor Jared C. Nicholson emphasized the importance of balancing growth with stability. “We need more industrial and commercial growth,” he said. “Residents deserve more predictability and transparency.”
