SWAMPSCOTT — Police Chief Ruben Quesada recommended that Officer Kevin Reen be formally commended for lifesaving actions on Saturday, Aug. 23, for aiding a swimmer in distress at Phillips Beach and bringing the individual to safety.
Quesada noted that the surfing conditions at Phillips Beach were particularly hazardous due to the remnants of Hurricane Erin, which was passing miles offshore. He said the conditions resulted in swells 5-7 feet tall, as well as strong rip currents.
“While off duty and enjoying a day at the beach, Officer Reen observed a male swimmer over 65 yards from shore, visibly struggling in the rough surf. Recognizing the swimmer’s distress, Officer Reen, without hesitation, sprang into action,” Quesada said. “He immediately took his paddle board into the surf and navigated toward the swimmer, who was clinging to a small surfboard.”
Quesada added that despite being a frequent beachgoer and an experienced swimmer, the individual was overwhelmed by the conditions.
Upon reaching the swimmer by paddle board, Reen was able to transfer the swimmer onto the equipment, providing much-needed flotation. As they made their way back to shore, they were unexpectedly knocked off the board by another large wave.
Quesada continued, saying that Reen quickly regained his footing onto the paddle board, and ensured the swimmer was secure as they made their way back to safety.
“Officer Reen’s decisive actions exemplified the spirit of selflessness by sacrificing his own personal safety for that of another,” Quesada said. “His heroism, determination, and bravery deserve the highest honors of outstanding performance and recognition.”
He also called to light the quick actions and coordinated response from the Swampscott Police and Fire Departments, Harbormaster Bill Waters, the personnel of Beauport Ambulance and the lifeguards at Phillips Beach.
“Their collective efforts were vital to a successful outcome that is reflective of extraordinary commitment to community values and spirit,” Quesada said.
