SAUGUS — The Board of Appeals has officially approved the special permit for building a new liquor store along with buffers and a fence at 206 Lincoln Ave., where Amato’s Liquors used to stand.
Before the plans could be approved, conditions were given for the project.
The first one had to do with the use of pervious pavement and whether it would be required for the whole site. However, Bruce Jaffin, the project engineer, stated that they’d be using two catch basins instead.
Board of Appeals Chair Tom Traverse said, “If the building commissioner and/or the inspector find that that’s not adequate that you would move to do the entire (lot) with pervious pavement.”
Peter Manoogian, Precinct 10 Town Meeting member, said he doesn’t think the neighbors will be satisfied with the Board relying on the proponents’ consultants.
“I would suggest that this language (be used and the)… drainage plan to be approved by inspectional services after consultation with independent consultant with appropriate expertise,” Manoogian said.
Manoogian continued to speak up for his precinct, as he remained concerned that the plans follow what is decided. He appreciated that the proponents were communicating with neighbors.
The next condition was the placement of the dumpster, which continued to be an issue in every meeting and was solved at the last one after much discussion.
It noted that the dumpster must be located in the rear of the building on the right side and will be moved out at the proper times for pick up.
The third condition was that an experienced landscape designer be involved to select plantings that will provide buffering for noise, absorption of water, and visual barriers.
Lighting must be shielded and directed away from any abutting properties and an 8-foot fence will be constructed to block vehicle access and parking in the buffer zone.
The existing chain link fences will be removed.
Hours of operation were brought up, but that will be determined by the Board of Selectmen.
Another condition is that the design of the building must be consistent with the characteristics of the surrounding residential structures.
The last condition was that boundaries will be stated in the chart listed on the plan and that deliveries of supplies and merchandise will be required to be off street.
The hours of delivery will also be decided by Board of Selectmen.
All votes taken at the end of the discussion were unanimous votes yes, giving approval for the special permit on the project.
