SWAMPSCOTT – A Swampscott man was arrested Wednesday after he allegedly flipped out and attacked a couple of officers when they followed up on a 911 call placed from his home.Steven L. Strogoff, 44, of 12 Estabrook Road, was charged with two counts of assault and battery on a police officer and resisting arrest. He was arraigned Wednesday at Lynn District Court by Judge Ellen Flatley and ordered to pay $1,000 cash bail. He is due back in court for a pre-trial hearing on March 17.According to court documents, police responded to a report of an open 911 call on Estabrook Road where arguing could be heard in the background. Upon arrival, a woman met police in the driveway of the home, insisting that there wasn’t a problem and that she had been yelling at her dog.As officers followed her up the driveway, she suddenly bolted toward a door, attempted to shut it and allegedly pushed an officer out of the way, saying he couldn’t go inside. She then blurted out that the officers didn’t have a warrant and told them, among other colorful suggestions, to “Go do my laundry.”After struggling to get inside for a few minutes, officers were met by Strogoff, who began swearing and demanding to know why they were in his home. Strogoff allegedly pushed one of the officers and yelled for him to “get out” but the officer grabbed his arm and told him he was under arrest.At that point, officers pepper-sprayed Strogoff, but he continued to resist even after he fell to the ground and had two officers on top of him. Once handcuffed, Strogoff complained that his eyes were burning due to the pepper spray, so officers sprayed his face with water from a kitchen hose and brought him outside to stand in the fresh air for a minute.Strogoff allegedly refused to get into the cruiser until he was told he would be pepper-sprayed again. During booking, police say Strogoff continued his rant of derogatory comments and said, “Don’t worry, you’re gonna get it.”
