SAUGUS – The town of Saugus cannot afford the school district?s proposed budget at more than $28 million, according to Town Manager Scott Crabtree.When presenting his final proposed budget to the Finance Committee on Wednesday, Superintendent Michael Tempesta reported that his department needed $28,973,733 for 2014-15, but when Crabtree was asked by Chairman Robert Palleschi if the town had room for Tempesta?s budget, Crabtree answered,?We do not, unfortunately.”Crabtree said the town could afford a $350,000 increase in last year?s budget, but that was all he could recommend. The 2013-14 budget is $26,310,250.?Every department comes in here and wants additional money,” Crabtree told Palleschi at the meeting. “I just want to be realistic.”Tempesta said he tried to stay consistent with last year?s budget, but in order to offer the same services and, in some cases, some new federally mandated services, the proposed budget came out higher. The budget also called for a $110,000 security system at the high school, which Palleschi praised Tempesta for making a priority.Palleschi suggested that Crabtree and Tempesta meet again on the subject to negotiate some items and reconvene at a Finance Committee meeting later in the month so the budget can be approved.Crabtree said Thursday there?s not much the town can do about the school department?s budget.?It?s a matter of the school looking at their budget,” he said. “There?s only so much money.”Keeping in mind that it is Tempesta?s first budget season in Saugus, Palleschi advised Tempesta that, with the process, “there is always a fair amount of give and take – no one is always 100 percent happy.”
