LYNN – A city man charged with trying to strangle his children’s mother to death has been ordered held under house arrest until a GPS bracelet was ready because he was determined to be a danger.James T. Mulloy Jr., 42, of 50 Millard Ave., pleaded not guilty Monday in Lynn District Court to a charge of assault to murder. He was held without bail pending a dangerousness hearing Thursday.Police responded at 9:21 p.m. July 2 to a Perkins Street address where a 38-year-old woman said she returned from work and found Mulloy watching their children. Both children asked if Mulloy could spend the night, and the alleged victim told officers she asked the defendant if they could go talk.Mulloy then allegedly grabbed the woman by the throat and pinned her to the couch, causing her to black out. The alleged victim said Mulloy eventually let her go but fled when she said she was calling police.Attorneys agreed that Mulloy stipulate to being found dangerous and that terms of pretrial release include GPS monitoring, that Mulloy stay away from and have no contact with the alleged victim, that the defendant comply with the existing restraining order, and that he remain drug and alcohol free with random tests.Judge Cathleen Campbell accepted the recommendation and ordered Mulloy held on house arrest under his father’s care overnight until a GPS bracelet was ready Friday.
