SWAMPSCOTT – “Swampscott 2025: The Master Plan” is about to enter the transportation phase.The third of four public forums on the plan will be held Thursday, July 23, from 6:30-9 p.m. at the senior center, and the focus will be on transportation and public facilities and services.Similar to the last meeting in June, the forum will be an open, public process in which Swampscott residents will decide future priorities to guide growth and development over the next decade.Residents of all ages, business owners, elected and appointed representatives, and others are invited to discuss issues facing the town.”The master plan will outline work the community should undertake over the next 10 years to attain the vision,” said Peter Kane, Swampscott town planner.”The master plan process is still underway, about halfway through the data collection phase,” he said.When the data collection phase is completed, “the consultants along with the committee will then start to develop the goals, objectives and actions which then will lead to the full master plan,” he said.Once all possible input is gathered, the Master Plan Committee with help from Metropolitan Area Planning Council, will begin to develop a draft of goals, strategies and actions for each element and develop an implementation strategy for each.The first meeting, which took place on May 21, established an “overall vision for the town,” according to Kane. The second meeting, which Kane says covered “housing, economic development and historical/cultural assets,” was on June 18.”The meetings have been structured differently each time,” he said.”For the first forum, we gave a 20-minute presentation,” Kane said. “Then people were broken up into small groups where they did brainstorming and discussion based on facilitator questions.””For the second one, it was an open house format where people could come at any point during the session. There was a self-guided informational piece, a looping audio/visual presentation and then topic-specific stations where people gave feedback on various items,” he said.The third meeting will begin at 6:30 with a recap of the results of the first two meetings. Then, background information will be provided about transportation and public facilities and services. The meeting will wrap up with an opportunity to provide ideas, thoughts and opinions.”We’ll be looking for community feedback on what our transportation needs and wants are as well as what/how to improve or even reuse our public facilities,” said Kane.The first two meetings have had fairly successful turnouts, Kane said.”The first forum had over 60 people, the second one over 75,” said Kane.In addition, residents, businesses and others who are interested but were unable to attend the June 18 meeting can participate online. The presentation that was given at the public meeting to provide background information is available to view on their website.Three different stations are also provided, including: housing, economic development, and history. Information boards and exercises which provide feedback are available for each. They are the same exercises that participants completed at the public meeting.The website also allows visitors to take polls and surveys to provide feedback.With many different ways to participate, the Master Plan Committee hopes to collect as much data as possible from the Swampscott community.
