SAUGUS – After months of discussion, a public hearing period, and deliberation of conditions and waivers, the Board of Appeals unanimously voted yes to a new apartment complex Tuesday night.
The apartments will include 40B affordable housing. There will be two structures built to hold 189 rental apartment units. There will be 48 units “perpetually restricted” as affordable housing units at 80% area median income.
The structures will be located on an approximately 6.77-acre parcel of land located at 961 Broadway, 999 Broadway, and 39R Forest Street.
Tuesday’s meeting involved a rereading of the conditions and waivers from the meeting held Thursday night. The Board was given the chance to change or remove language within the documents.
One discussion had during the deliberation was on the number of bike racks needed for the large number of units. The original language mentioned one space per unit, which the Board believed to be too many.
The main reason for the change was the apartments ‘ location on Route 1. It was changed to one space for every 7.5 units.
Language was also added in another condition to have the police chief be involved in any discussions for where a possible bus stop might be added.
Another note made was the addition of a driveway connection to the sites for when residents are searching for parking spaces. This would mean that residents would not have to drive off the property and back onto the Fellsway, causing more traffic.
After almost two hours of changes and review, the Board felt comfortable going to a vote as the time deliberation would have ended on Friday.
