On Monday, May 11, Saugus Town Meeting will vote on Article 34, a resolution tied to a Host Community Agreement with WIN Waste Innovations. It is being framed as a simple “backup plan” or “insurance policy.” But its structure tells a different story: it clearly signals support for the landfill expansion.
Article 34 is intended to be sent to the Massachusetts Department of Environmental Protection, where it can shape regulatory perception and build momentum toward approval. In practice, it functions as a political endorsement for more ash dumping. Once part of the public record, it can be cited to suggest local backing.
That matters beyond Saugus. Communities like Lynn and Revere would share the environmental consequences without receiving any of the economic benefits.
The landfill itself sits within the Rumney Marsh Reservation — a sensitive wetland ecosystem. Originally slated to close decades ago, this unlined ash mountain already stands at 50 feet. The proposed expansion would extend operations for another 20 years and double its height, increasing the volume of toxic ash and the difficulty of long-term containment.
A measure described as precautionary should not become a tool to advance a project with decades-long, region-wide consequences.
