The Lynn Continuum of Care has announced the availability of funding through the U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Program Competition. The CoC is initiating its FY2026 local Competition and invites eligible organizations to submit applications for renewal and new project funding.
The purpose of the Continuum of Care Program is to promote community-wide commitment to ending homelessness, provide funding for efforts by nonprofit organizations and local governments to quickly rehouse individuals and families experiencing homelessness, promote access to and utilization of mainstream resources, and optimize self-sufficiency among those experiencing homelessness.
The CoC is committed to conducting a fair, transparent, and objective local competition process that evaluates project performance, community impact, organizational capacity, and alignment with identified community needs.
HUD has not yet released the applications in eSNAPs. To allow sufficient time for application review, scoring, ranking, and appeals, the CoC is opening the local competition using currently available information. Funding recommendations and project rankings will be finalized once additional HUD guidance is released. The CoC reserves the right to modify timelines, rankings, and funding recommendations as necessary to comply with HUD requirements. New information related to the competition will be posted to the CoC website.
The CoC encourages organizations that have not previously received Continuum of Care Program funding to apply. Eligible applicants include:
- Nonprofit organizations
- Faith-based organizations
- Units of state and local government
- Public housing agencies
- Other entities eligible under HUD Continuum of Care Program regulations
Individuals, unincorporated organizations, and for-profit entities are not eligible applicants.
Existing CoC-funded projects seeking renewal funding must:
- Notify the CoC of their intent to renew or voluntarily reallocate funding by 6/29/26.
- Submit all required local competition application materials by 7/23/26.
- Complete and submit required HUD application materials through e-snaps.
Letters of Intent should be sent to [email protected] . Renewal projects will be evaluated based upon project performance, compliance with grant requirements, expenditure of funds, organizational capacity, and alignment with community priorities.
Organizations interested in applying for new project funding should submit a Letter of Intent to [email protected] no later than 6/29/26.
The Letter of Intent should include:
- Applicant organization
- Proposed project type
- Population to be served
- Estimated funding request
- Brief project description
Submission of a Letter of Intent does not guarantee funding but allows the CoC to provide technical assistance and coordinate the local competition process.
Applicants eligible to continue in the competition will be required to:
- Submit required local application materials by 7/23/26.
- Complete required HUD application materials through e-snaps.
All applications will undergo a threshold review to determine eligibility and compliance with HUD requirements. Potential applicants should review the FY2026 Notice of Funding Opportunity for an overview of the Threshold requirements. Applications failing to meet threshold requirements may be removed from further consideration.
Applications that pass threshold review will be evaluated through the CoC’s local competition process.
The CoC utilizes a performance-based scoring methodology designed to identify projects that demonstrate strong outcomes and effectively address the needs of persons experiencing homelessness.
Applications will be reviewed and scored by an independent Ranking and Review Committee. Scores will be used to develop funding recommendations and project rankings for consideration by the CoC.
The CoC may consider additional factors permitted by HUD regulations when developing its final Priority Listing, including funding availability, project eligibility, reallocation opportunities, and strategic community needs.
Applicants will receive written notification of project rankings, funding recommendations, and any project modifications. Applicants may appeal decisions in accordance with the CoC’s established appeals process. Information regarding appeal procedures and deadlines will be provided with notification of results.
The CoC will make technical assistance available to all applicants throughout the local competition process.
